This driver was downloaded from a Japanese site. It is the driver for the CDP-TX10 PCMCIA CD-ROM, but I used it on a CDP-TX20 and it hooked up. It is the driver for the I-O Data PCIDE II PCMCIA card. Copy it to a folder on your harddrive, then unzip it and use. You may have to play around to get the right driver, but it worked for me.
