When looking for the driver from the WinBond site, it will expect you to know traditional Chinese. Find the drop down menu that states "Language", select English, then the screen refreshes for those who don't read Chinese. The link is no-discript, but updated in 1997 so it is probably okay on most Windows OS out there now.

How to Install a driver from Device Manager
