Like everyone else, I had a great deal of trouble finding the correct driver for this modem card. It was on a CompUSA driver CD listed as an ESS driver. Although Windows98SE didn't recognize the device (it kept calling it a PCI Communications device), when I pointed to the location of the unzipped files, everything went smoothly and without incident. Hope this helps someone out there.
