I Have tried to reinstall lucent win modem a number of time but it will not work every thing says its ok but it will not find a dial tone

"I downloaded USR230691-OEM driver and when it started to install, the installation asked for MODEMCSA.SYS to install UNIMODEM HALF DUPLEX AUDIO DEVICE, I downloaded it too fm Driverguide and put in the same (Modem installation)folder. Than I point to that folder showing installation where it is, it used it and it works!"
