"This file is an update for Win98SE and Win ME only, updating DirectX to version 8.1, and gives a noticeable improvement in video quality when Gaming. It also updates the sound drivers. This is worthwhile: I was upgrading from DirectX 8.0 and notice the difference. It overwrites your existing DirectX version, and can't be easily uninstalled (even if you set a restore point)

, because it replaces your existing DirectX driver files. But I can find no problem with it, and no need to uninstall it. To upgrade to DirectX 9 requires a massive download from Microsoft's site, so this small download is a much better alternative."
